The Horsefield has been ruled out of every housing plan for the past 20 years. The Horsefield was added to this Local Plan in May 2026 and made public in June 2026 with no public consultation and as a result did not follow the Council's Statement of Community Involvement.
The Chichester Harbour Conservancy, which looks after the Harbour National Landscape were told (not consulted) on the 15th June 2026 of the inclusion of Allocation 3 (EM08a).
The council have relied on the Landowner's own site specific Sustainability Appraisal of Allocation 3 for its inclusion into the Local Plan having had it's own experts previously saying that the National Landscape will be harmed in a way that cannot be put right.
A major development in Allocation 3 shows no duty of care from the council to conserve the National Landscape
Checks as part of the due process have not been carried out in regards to:
1. Impact of increased sewage
2. Increased traffic impact in addition to other local plan site allocations on the A259
3. Emsworth GP surgery reported as over capacity in June 2025

What is this about - Allocation 3 is in the National Landscape that has the same level of protection that a National Park gets.
The national rule that is supposed to protect the Chichester Harbour National Landscape has been changed by the council's wording of Policy 30. The council have added the words: 'other than where allocated within this local plan' and this lets the council's own sites skip the test to show exceptional circumstances.
In the full council meeting in July they stated that the exceptional circumstances test would happen at the planning application stage. However the new words in Policy 30 switch the test off at this stage as well because the site has already been 'allocated in the local plan'.
No exceptional circumstances have been identified and HBC has confirmed that no independent, site-specific assessment exists. No public interest for developing in the National Landscape has been stated. And Policy 30 as currently written then removes the test from the plan altogether for every site the council has chosen.

Remove Allocation 3 from the Local Plan
Remove the phrase "other than where allocated within the local plan" extra wording from Policy 30 so that it complies with the NPPF and the exceptional circumstances test applies to all major development in the National Landscape
